Jeffrey and Kelda both have jobs, yet they are living on the streets of Louisville, Kentucky. In this video, they talk about being treated like garbage, being told to move again and again by police, and losing what little they have during constant sweeps. Jeffrey works every day, but rising rent and the lack of affordable housing mean that working still isn’t enough to escape homelessness.
Their story is part of a much larger crisis documented in Fined. Arrested. Still Nowhere to Live. The documentary shows how new laws in Kentucky and across the country are criminalizing homelessness by making it illegal to sit, sleep, or exist in public, even when there is nowhere else to go. Instead of solving homelessness, these policies force people to move constantly, making it harder to stay safe, keep a job, or hold onto basic belongings.
What actually works is housing paired with supportive services, not citations, arrests, or displacement. More arrests won’t end homelessness. Housing will.
