Description

The Seoul Metropolitan Government convened the Global Income Security Network (GISN) webinar on November 6, 2025, bringing together leading researchers and practitioners to examine the evolving linkages between work, welfare, and care. As labor markets undergo rapid structural shifts, many countries are grappling with rising precarity, widening inequalities, and growing gaps in social protection. This webinar explored how employment quality, caregiving burdens, and youth transitions shape both individual well-being and the sustainability of welfare systems—and what policy innovations are needed to respond. Through presentations from scholars across Europe, the United States, and Korea, the session highlighted:  New evidence on poor-quality employment and its cumulative disadvantages;  Comparative insights from national income security reforms, including Finland’s basic income experiment and Seoul’s Stepping Stone Income;  Findings from guaranteed income pilots in the U.S. focused on caregivers;  Research on young adults’ independence pathways and the role of household income. Speakers discussed how cities and governments can better integrate income support, care services, and employment policies—and how emerging models of protection can address structural vulnerabilities across the life course. We invite you to watch the full webinar and join us in exploring how global actors are shaping the next generation of inclusive and resilient welfare systems.
