Following the implementation of the new policy, a large-scale teacher transfer is expected in June, affecting approximately six lakh teachers in the state. In fact, the issue of teacher transfer rules had previously reached the cabinet, especially before the assembly elections. However, it was returned due to objections to several provisions. The earlier draft stipulated that no teacher could be transferred to another school for five years from the date of appointment. Teacher organizations protested this, calling it impractical. Now, the department is preparing to reduce this period to three years, which is expected to provide some relief to teachers. The new revised policy also emphasizes humanitarian aspects. Transfers may be granted even before the completion of the three-year term in cases of incurable or serious illness, family crises, and other special circumstances. This will benefit teachers who have been seeking transfers for a long time due to health or family reasons. The Education Department believes this will increase transparency and better address teachers' problems. According to the draft regulations, the transfer process is being institutionalized. For district-level teacher transfers, an eight-member committee will be formed under the chairmanship of the District Magistrate, consisting of the Deputy Development Commissioner, an ADM-level officer, and the District Education Officer. For the transfer of headmasters and divisional teachers, a six-member committee headed by the Divisional Commissioner will function. Final decisions will be made based on the recommendations of these committees, reducing the possibility of arbitrariness. Meanwhile, resentment is growing among teachers in the state over delays in salary and pension payments. Retired and serving teachers, particularly those associated with universities, have expressed concern over the lack of payments before the festivals. Teachers' unions affiliated with Patliputra University say that pensioners have not received payments for the past two months, exacerbating financial difficulties. Uncertainty also persists regarding the payment of salaries for regular teachers. Teachers' unions have demanded the government and university administration release the pending funds soon so that teachers can celebrate major festivals like Holi with dignity. They argue that timely payment of salaries and pensions is a right of teachers, and delays affect their morale.
