Conservative elites led by Franz von Papen believed they could control Hitler by bringing him into government. They convinced Paul von Hindenburg to appoint him Chancellor in January 1933. Hitler then used the Reichstag Fire and the resulting emergency decree to suspend civil liberties, arrest opponents, and weaken democratic institutions. The Enabling Act of 1933 then handed legislative power to the Nazi regime. The economic crisis helped create a receptive audience.
