A winter storm is gripping the South Island, bringing heavy rain, flooding, and snowfall. A state of emergency was declared for Waitaki District, where several homes were evacuated after it was hit by two months' worth of rain in 24 hours. In Dunedin, there was widespread surface flooding and dozens of road closures, while heavy snow and ice shut several inland state highways.
