BF65 AOB I dont see a red light

I dont know what it is with this junction going into Tesco as drivers dont stop at the red lights and there is even a red sign saying Donot right turn when lights on red but they think its ok if the road is clear. I have seen people almost getting run over when the pedestrian crossing lights are on green for people to cross and the drivers even shout abuse at them when they cross on green.
