In response to global oil supply disruption, Petroleum Ministry created a 4-tier priority quota: (1) Domestic and CNG sectors at 100% quota, (2) Fertilizer units at 75% of 6-month average, (3) Other manufacturing industries, (4) Commercial units like hotels via city gas pipelines. A 25-day cooling-off period for LPG rebooking was also introduced to prevent cornering. ### TOPIC 2: Economic Stabilisation Fund Government proposed a new fund — Arthik Sthirta Nidhi Kosh — with Rs. 1 lakh crore corpus to absorb fiscal pressure from external shocks such as West Asia-Gulf volatility impacting India's subsidy bill. ### TOPIC 3: LPG-Related Schemes PAHAL (Pratyaksha Laabh Antaran): DBT scheme giving approx Rs. 300 subsidy per cylinder directly to bank accounts. PM Ujjwala Yojana: For BPL women — free connection, no security deposit, first cylinder free. Limitation: many BPL beneficiaries drop out after first cylinder due to affordability — valid UPSC Mains dimension. ### TOPIC 4: Cross Elasticity of Demand LPG shortage caused surge in induction plate demand — Positive Cross Elasticity (substitutes). Bread price rise reduces butter demand — Negative Cross Elasticity (complements). Unrelated goods have Zero Cross Elasticity.
