Normally, a company in such a situation would simply go bankrupt. But the French government could not allow that to happen, because the group employed over 20,000 workers. If Boussac collapsed, it would trigger massive unemployment and become a political disaster. So the government decided to put the entire Boussac Group up for sale, but with two strict, non-negotiable conditions: the new owner could not lay off the 20,000 workers and had to keep the loss-making factories running.
