There's no official statement from Cygames confirming this, but looking at the current roster, the pattern is consistent. If it holds, characters like Gold Ship, Taiki Shuttle, and Eishin Flash — who already have three versions — won't receive another. On the other side, characters still at one or two versions become easier to speculate about, since you can work backwards from who's already maxed out.
