They hand out queue tickets first, and only those with a ticket can purchase during the set time slots. There are three release times: 9:30 a.m. (25 pcs), 12:00 p.m. (45 pcs), and 1:30 p.m. (70 pcs). What’s interesting is that the regular bread line and the mentaiko baguette line are completely separate, so you have to queue differently depending on what you want.
