Jumping on to this trend. We experienced this in Panglao, where a random store asked us to pay entrance fee to go snorkeling in the ocean. I don’t know if it’s legitimate or not only because the receipt they gave was from their sari-sari store and wasn’t the normal government receipt similar to those that charge for Environmental fee etc. The store was located far from the ocean, maybe a 6-10 minute walk.
