Waste carrier licences to be tightened

The government is bringing in new waste licensing rules aimed at stopping people from illegally dumping rubbish in England. To show how lax the current system is, Ann Maidment, director of Country, Land and Business Association, obtained a licence for a cow, called Beau Vine, to legally dispose of household rubbish.
