Respec Your Build ANYWHERE in Borderlands 4 | Console or PC

Had to do this a ton today. Here is how to Respec your Build Anywhere in Borderlands 4, works on Console or PC. Testing builds against Subjugator and Thol has been a bit of a nightmare with how difficult they are.
