Report: Cincinnati Police Chief Theetge not 'an effective leader'

After five months of investigating, a report into suspended Cincinnati Police Chief Teresa Theetge has concluded she is not, in its words, “an effective leader.” Theetge was placed on paid administrative leave following a handful of high-profile incidents downtown. The city hired the law firm Frost Brown Todd Gibbons to conduct what the city manager described as an independent investigation.
