He thought it wanted to play, but then he realized it was trying to pull him to the surface. When the seal couldn't manage it alone, it swam off and came back with a friend. These two kept trying to pull him up because they thought he was drowning. After a while, they gave up and left, only to return with their whole family. One seal pulled his head while another grabbed his legs, all trying to get him up. Surrounded by so many seals, he couldn't get any work done, so he pretended to reach out for help.
