Challenge YOUR muscles toward failure - that's what's NEEDED to grow. If you're new to the lifting game, then lighter weights will work wonders! If you're seasoned, in order for muscle to grow, you'll still have to push toward failure and make the weights challenging for YOU. That means they will be heavier than a beginner.
But lighter weights in higher rep ranges (15-20), pushed to failure will yeild similar hypertrophy results as heavy weights in a lower rep range( 4-8).
