DOJ sues WA State over undercover license plates. Why does anyone trust WA's Dept of Licensing?

Recently, Washington State became one of four states sued by the DOJ for refusing to provide undercover Federal agents with license plates despite the fact these same states provide the plates to local and state law enforcement agencies, and they have done so with the Feds in the past. Essentially this is a Supremacy Clause lawsuit, however it raises a bigger question. Knowing the complete and total corruption inside WA State's Dept of Licensing, why would the Feds want these guys to know who is getting what type of license plates since it is highly likely the employees there give that information to the bad guys already.
