Jesus used that expression when speaking to Nicodemus, a ruler of the Jews, about Israel and the kingdom. But when you come to the apostle Paul, you never read about believers being born again. Instead, Paul says something different. He says that if any man be in Christ, he is a new creature. Not born again — but made a new creature in Christ.
