Why Fable Will Never Be Un-Jailbreakable

Restricting a software system such that it cannot be jail-broken would require that for all prevented / controlled behaviors the system behave deterministically. Yet, LLMs are by design, stochastic. Thus, fully deterministic behavior is likely impossible to achieve or prove for them, even if it may be mostly achieved in a pragmatic fashion. Either the US gov't is somewhat confused or is asking for something they know can't be achieved so Anthropic won't be able to ever release Fable / Mythos publicly. Or, maybe it's a little of both?
