San Antonio, Texas — On July 1, 2026, at approximately 1:04 p.m., Sgt. Tomblin and Officer Peebles with the Castle Hills Police Department conducted a traffic stop in the 100 block of Honeysuckle Lane. During the investigation, Sgt. Tomblin identified the male driver as Richard Daniel Rodriguez and determined he was wanted on a warrant out of Iowa for Violation of Probation. The warrant also indicated Rodriguez was considered armed and dangerous and had a history of violent behavior. Sgt. Tomblin instructed Rodriguez multiple times to exit the vehicle; however, he refused to comply. After providing several lawful opportunities for Rodriguez to exit voluntarily, Sgt. Tomblin and Officer Peebles entered the vehicle in an attempt to take him into custody. During the arrest attempt, Rodriguez actively resisted by attempting to close the vehicle door on the officers while continuing to refuse their commands. The female passenger, identified as Jade Mileena Villanueva, allegedly assisted Rodriguez by placing the vehicle into drive, allowing him to flee the scene at a high rate of speed. During the brief pursuit, the vehicle sustained damage to two tires, and speeds remained below approximately 30 mph. The vehicle eventually came to a stop in the 100 block of Thames Drive. Rodriguez exited the vehicle and fled on foot toward a nearby residence. Sgt. Tomblin and Officer Peebles pursued him, wrestled him to the ground, and safely took him into custody. Cpl. Arriola arrived on scene and took Villanueva into custody without further incident. Rodriguez was transported to the Bexar County Jail, where he was booked on his outstanding Iowa warrant and charged with Evading Arrest/Detention Using a Vehicle. Villanueva was charged with Interference with Public Duties and Evading Arrest/Detention Using a Vehicle for her alleged involvement in assisting Rodriguez during the incident.
