Sir Keir Starmer has threatened to seize the £2.5 billion proceeds from the sale of Chelsea Football Club from Roman Abramovich to aid Ukraine’s war efforts. The government said it had issued a licence that permits the transfer of the funds into a new humanitarian foundation for Ukraine.
