FWC tightens rules on giant manta ray captures

It started with a viral video and ended with a rule change for giant manta rays here in Florida. Under current policy, giant manta rays which are a federally threatened species could be captured and shipped overseas to foreign aquariums as long as anglers had the right permit. But, that's changing.
