Was this shot TOO WEIRD to be real?

Written, directed, and produced by Roy Andersson, Songs from the Second Floor is one of those strange and poetic movies that are hard to forget. And also to make sense of.. Including understanding some bizarre shots. Do you think this scene was shot in a real place, or did they use some sort of compositing VFX trick?
