La cohésion européenne traverse une phase de tension stratégique inédite. Entre contestations de l’État de droit par certains États membres bénéficiaires des fonds européens, divisions persistantes face aux enjeux de politique étrangère et de sécurité, et débats sur la conditionnalité des financements à l’approche du prochain cadre financier pluriannuel, l’Union européenne se trouve confrontée à une interrogation centrale : peut-elle encore agir comme une puissance politique unie ? Derrière ces fractures émergent des scénarios institutionnels nouveaux, allant jusqu’à envisager des formats différenciés de coopération, tels que des coalitions de volontaires.
