On March 4, 2022, Tyler Canaris was walking to work in Paulding County when Deputy Michael McMaster stopped him based on a vague description of a man in dark clothing with a backpack. Within seconds, the encounter escalated, and McMaster forcefully took Canaris to the ground in a takedown captured on dash camera. The result was severe: a fractured clavicle, skull fracture, ruptured eardrum, and traumatic brain injury. Canaris was arrested for obstruction, but that charge did not hold up.
What followed was a federal civil rights lawsuit that put the entire encounter under a microscope. But on December 15, 2025, U.S. District Judge William M. Ray II dismissed the case at summary judgment, ruling that McMaster had at least arguable reasonable suspicion to stop Canaris and arguable probable cause to arrest him, and that qualified immunity protected the officer even if the force was aggressive.
At the same time, outside the courtroom, the consequences told a different story. McMaster’s law enforcement certification was revoked by the Georgia POST Council over the use of force, effectively ending his career. That contrast sits at the center of this case: the state found the conduct serious enough to decertify the officer, while the federal court found it protected under the law.
Now the case is on appeal, shifting the fight to the Eleventh Circuit, where the question is no longer what happened on that road, but whether the law truly allows it.
