Castro Liu is a dedicated and experienced community leader currently serving as the Ward 3 Councillor for the City of Richmond Hill, representing the communities of Bayview Hill, Rouge Woods and North Leslie. Having been elected multiple times by local residents, he continues to earn the trust of the community through his responsive leadership and strong commitment to public service.
In his role on Council, Castro focuses on issues that matter most to Ward 3 families, including enhancing traffic safety for school children, fostering stronger and safer neighbourhoods, attracting investments to generate local jobs, and promoting Richmond Hill as a vibrant cultural and heritage destination. He believes that building a strong community starts with listening to residents and creating opportunities for neighbours to connect.
To strengthen community bonds, Castro organizes and supports several well-attended annual initiatives in Ward 3. These include the Electronic Waste Collection Day, helping residents dispose of old electronics responsibly while promoting environmental sustainability; the Ward 3 Thanksgiving Food Drive, which brings the community together to support local families in need; Green Up the Hill, an environmental clean-up event that encourages civic pride and environmental stewardship; and the popular Ward 3 Community BBQ, which provides an opportunity for residents, families, businesses and community groups to gather, connect and celebrate together. Through these events, Castro fosters meaningful engagement and reinforces the sense of belonging that defines Ward 3.
A graduate of the University of Windsor’s Communication Studies Program, Castro brings decades of communication and media experience to his public service. Before entering municipal politics, he worked extensively in the radio and television broadcasting industry, holding roles such as host, program director, and production director. For more than 20 years, he was co-host of the morning talk show on Fairchild Chinese Radio, helping it become one of the most-listened-to Chinese radio programs in the Greater Toronto Area, and is regularly invited to emcee major community and cultural events.
Beyond his official duties, Castro is deeply committed to giving back. He has volunteered for and supported a wide range of charitable organizations and fundraising initiatives, including the Yee Hong Wellness Foundation, Sick Kids Foundation, United Way, Mon Sheong Foundation, World Vision Canada, as well as health and youth-focused causes such as the Heart & Stroke Foundation and Princess Margaret Hospital.
A Richmond Hill resident for more than 30 years, Castro has deep roots in the community he proudly serves. He lives in Ward 3 with his wife and two children, balancing family life with his ongoing dedication to strengthening neighbourhoods and building a safe, connected and thriving Richmond Hill for all.
