Since President Donald Trump returned to office, it has NOT been enough for the United States to withdraw from global treaties and institutions. Very often, it has wanted instead to reach out and actively attack or undermine those institutions. And this week, we got that programme shifting into a higher gear, with an openly declared attack on the International Criminal Court, which Secretary of State Marco Rubio said would be taken apart 'brick by brick'. The court is the permanent tribunal to focus on the worst atrocities human beings can use against each other - genocide, war crimes and the like. Can the Trump administration really bring it down?
