The Omaha Police Department released surveillance, body camera audio, screenshots, pictures and details of an Officer Involved Shooting that occurred last Saturday September 28, 2024. The Omaha Police Department Officer Involved Investigations Team, with the assistance of the Nebraska State Patrol and Douglas County Sheriff’s Office, are investigating an officer involved shooting incident. Police said, at 5:45 p.m. Saturday evening September 28, 2024, two Omaha police officers from the Northeast Precinct conducted a traffic stop of a silver Chevrolet Monte Carlo with two people inside near N 31st Avenue and Taylor Street. The driver of the Chevrolet, later identified as Steven Phipps, 22, immediately got out of the car after stopping and stood outside his open driver's side door. Officers gave multiple verbal commands from near their marked police cruiser for Mr. Phipps to “stay in the car” before he ran south through the lot. Both officers ran after Mr. Phipps. Mr. Phipps is seen on body-worn camera footage pulling out a handgun from the front of his person as he climbed over a fence on the south side of the lot near the Metro Area Transit Center. One officer fired his service weapon 8 times striking Mr. Phipps. Medical aid was provided as an ambulance was called to respond. Mr. Phipps was taken to Nebraska Medicine where he died. The front passenger in the Chevrolet walked away from the scene after officers chased Mr. Phipps and has since been located. There have been rumors circulating in the community regarding this incident, specifically claiming that Mr. Phipps was shot in the back by police. However, the autopsy confirms that Mr. Phipps did not suffer any injuries to his back or that region of his body.
