The ZEV Mandate Is So Weak They May As Well Give Points For Petrol Cars… Oh Wait, They Already Do! The ZEV Mandate was supposed to force manufacturers to sell more zero-emission vehicles. But once you look past the headline targets and into the small print, the whole thing starts to look ridiculous. Manufacturers can use flexibilities, credits, borrowing, trading, low-emission vehicle allowances, hybrids and plug-in hybrids to reduce the number of actual battery electric cars they need to sell. So when politicians and EV campaigners say the industry is “hitting the ZEV Mandate”, the real question is: Are they selling enough BEVs because customers actually want them? Or are they using loopholes, credits and clever accounting to make the numbers work? New AutoMotive previously claimed the market had generated around 60,000 surplus ZEV credits — but when asked to show the calculation, especially how many low-emission ICE cars, hybrids and PHEVs were included, the breakdown was not clearly provided. Now their own later report warns that the ZEV Mandate may effectively become a PHEV Mandate. So the policy designed to force zero-emission vehicles may now help manufacturers sell vehicles with engines. You could not make it up.
