A huge shouting match erupted between Israel’s UN ambassador and a UN representative during a meeting on sexual violence in conflict – over accusations that Israeli soldiers and settlers have committed sexual violence against Palestinians. Israel’s UN ambassador, Danny Danon, accused the organization and UN Secretary General Antonio Guterres of unfairly targeting Israel following Israel’s recent inclusion on a UN blacklist of countries suspected of committing sexual violence in conflict zones. Vanessa Frazier, the UN Special Representative for Children and Armed conflict, interrupted Danon’s remarks, telling him they should not be “personal”. Danon responded by telling Frazier “You will be quiet”. In late May the UN added Israel to a UN blacklist of countries suspected of committing sexual violence in conflict zones, a move that prompted Israel's foreign ministry to say it would sever all ties with UN Secretary-General Antonio Guterres. This year's report said that in 2025, "the United Nations verified multiple incidents of conflict-related sexual violence, including as a form of torture, inflicted against 14 men, seven women, nine boys and one girl from the Gaza Strip and the West Bank." "Rape and gang rape, in some cases repeated, were perpetrated against nine victims, the majority from Gaza," it said, adding that perpetrators included Israeli armed and security forces. On Wednesday, Guterres warned that Israeli settler groups could be added to a global blacklist for violations against children as he voiced alarm at a "staggering" rise in violations against Palestinian children.
