This document united Muslims, Jewish tribes, and pagan Arabs into a single, collaborative nation. It established a multi-religious civic state rather than enforcing a single religion. The legislation transformed local society by guaranteeing full religious freedom and legal autonomy for non-Muslims. It also abolished tribal blood feuds by making criminal guilt strictly individual. To ensure peace, the prophet (S) was designated as the supreme judge to resolve major disputes. Finally, the laws required all citizens to jointly defend Madina from outside attacks and share war costs. The city was declared a sacred sanctuary where violence was strictly banned. This political framework was paired with market reforms that outlawed monopolies and fraud to protect consumers.
