He writes: “On 1 November 1947 in Lahore, Mountbatten offered Jinnah plebiscite in all the three States—Kashmir, Junagadh, and Hyderabad. Jinnah refused. So much for his commitment to democracy and indeed to the people of Kashmir. He was more interested in the Nizam of Hyderabad.” This account forms part of the historical record cited in academic literature. The book has also been reviewed in Pakistan by Dawn, Karachi, and the Institute of Strategic Studies, Islamabad. To the best of my knowledge, no Pakistani scholar has rebutted this point. *********************************** Shamshad Ahmad Khan is a career diplomat and author who served as the Foreign Secretary of Pakistan from 1997 to 2000. Joining the Foreign Service of Pakistan in 1965 after completing his education at Government College Lahore, his diplomatic career spanned several high-profile assignments both within the Ministry of Foreign Affairs in Islamabad and at various international missions. He served as Pakistan's ambassador to South Korea from 1987 to 1990, ambassador to Iran from 1990 to 1992, and Secretary-General of the Economic Cooperation Organization from 1992 to 1996, where he oversaw its expansion into a ten-member regional body. His tenure as Foreign Secretary coincided with a highly critical period in South Asian history, marked by the resumption of the India-Pakistan peace process, the overt nuclearization of both countries, the Kargil conflict, and the 1999 military coup. In May 1998, he was the official who announced Pakistan's final nuclear test on national television, framing the decision as a defensive measure to restore strategic balance. During this period, he was a key interlocutor in bilateral peace talks, signing the 1997 agreement to resume the composite dialogue and co-authoring the 1999 Lahore Memorandum of Understanding on nuclear risk reduction. He later served as Pakistan's Permanent Representative to the United Nations from 2000 to 2002. He is one of the signatories of a recent peace appeal to prime ministers of India and Pakistan. Since retiring from official diplomatic service, he has authored several books on foreign policy and continues to write analytical columns for English-language dailies in Pakistan. *********************************** Shakil Chaudhary is a journalist, author, and researcher. He is an alumnus of Government College, Lahore. He later studied International Relations at Quaid-i-Azam University, Islamabad, and Media and Communications at the London School of Economics. Over the years, he has worked for several leading English-language newspapers and a few other organizations. He is the author of the critically acclaimed bilingual book Handbook of Functional English (Ferozsons), designed to help South Asians improve their English language skills. Prof. Tariq Rahman, one of South Asia’s most distinguished linguistic scholars, has praised the book, calling it “an excellent guide for the South Asian user of the English language.” Shakil has twice spoken at the Middle East Institute in Washington, D.C., and has conducted numerous workshops on communication, writing, and critical thinking. He is a founding member of the Human Rights Commission of Pakistan (HRCP) and served as President of the Progressive Writers' Association, Islamabad, from 2021 to 2022.
