According to investigative findings, Troopers Hunter Waters, Tyler Byrd, Isaiah Francois, and Sgt. Joseph Curlee allegedly used crash reports from pursuits and PIT maneuvers to seek payouts from drivers' insurance companies through a private attorney. Investigators said some claims included allegations of stress, soreness, anxiety, and sleeplessness, even though many incidents reportedly had no medical documentation or injury reports filed at the time. Waters allegedly received multiple $25,000 settlements, Byrd received payouts as well, Francois was awaiting payment, and Curlee reportedly attempted to participate but never received compensation. The investigation began after another trooper reportedly overheard comments about which pursuits could result in a "check." Georgia DPS said the conduct violated department policy and ethical standards, leading to all four being terminated. The case is now raising larger questions about pursuit culture, accountability, and whether further criminal or insurance fraud investigations will follow. We filed records requests seeking crash reports tied specifically to PIT maneuvers performed by Georgia State Patrol troopers Joseph Curlee, Zachary Parker, Hunter Waters, Tyler Byrd, and Isaiah Francois. Not every crash, not every call, only incidents where the trooper personally initiated a PIT maneuver and the event generated a crash report.
